John Barton
March 2001

The paper reviews the current evidence on actual price differences between developed and developing nations, as well as what is known (or can be surmised) about the parallel trade market of reverse flows, and ways those flows can be affected. It then examines alternative ways to achieve equity in price discrimination. It finally makes recommendations on appropriate international law policies, and appropriate policies in developed and developing nations.
